What is the difference between fiction and regular Wireless Internet on a cell phone?

I'm looking for a new cell phone and some of the phones say they are wi-fi. What is the difference between wi-fi and regular browser on the phone? I have a basic cell phone and I can access Internet. If wi-fi phone says you have to be in a Wi-Fi to access the Internet or still work where you are in?
